For context for others, the motivation for this bump is that older versions of libaec have issues in its config that causes find_package(aec) to report one version of aec but often ends up linking to another, and has been the source of confusion for people building our stack numerous times.
This is also a big problem for libraries like gribjump that need at least version 1.1.1 and will fail to load at run time if an old version is inadvertently loaded.
