I realized in #192 that altering
default.settings.phpmeans we are making life harder for potential multisites. Sincesettings.phpis created in the early installer, there's not much benefit to alteringdefault.settings.php. We should just createsettings.phpfromdefault.settings.phpdirectly, and leave the default version untouched.
