I would prefer if we had a new "Language Agnostic" template that does this instead of changing the existing templates.
An overall comment it that I do not think the massive amount of complexity this PR adds is going to be worth it. I think most of the issues addressed in this PR should either be meta-analyzers or errors reported by dotnet pack

The problem is the other tools don't support that today, and we have no indication that they will in the near future. |

This change updates the diagnostic analyzer templates to support both C# and Visual Basic analysis.
