This pull request enhances the handling of conditional aggregate functions (like
sumif,countif, etc.) in the Kusto SQLAlchemy dialect. The main improvement is the extraction of predicate conditions from these aggregates and moving them into the KQLwhereclause for more accurate and efficient query translation. The changes also introduce a utility function for parsing aggregate function arguments and expand test coverage for these scenarios.
