Update Cabal version to 3.14 and bump to 0.9.7.0#91

This upgrades the project to use the latest stable Cabal specification version 3.14, which was released in late 2024. The project continues to build and test successfully with GHC 9.12.1. Co-authored-by: factory-droid[bot] <138933559+factory-droid[bot]@users.noreply.github.com>
