chore: Add workflow to publish to crates.io

[derlerd-dfinity]

This PR adds a workflow to automate publication to crates.io. The workflow will update the respective Cargo.toml files so that they have the version and version references set appropriately as per the release tag vX.X.X and send a message to the team-dsm-alerts Slack channel.
