fix: Use the merged DevWorkspaceOperatorConfig instead of only the global config to initialize HTTP clients

• This PR changes the HTTP client initialization to use the merged DevWorkspaceOperatorConfig instead of only the global config.
• Set 5 sec timeout for HTTP client
