Sample down to TRAIN_SIZE after we've already filtered for LABEL_RATIO. This addresses the major issue in #12 though it doesn't account for images filtered by cloud cover. In the process of refactoring, this also removes `tippecanoe` as a dependency.

My "git flow" was a bit lacking here so this also includes some updates to the
tileliveprotocol registration. This was done so that rasters can be given as the imagery source rather than just tile servers.
