🛡 The Surgical Protocol (Non-Destructive Execution)

The defining feature of this repository is the Surgical Protocol. It prohibits the AI from performing "blind refactors." Every code change must follow a strict lifecycle:

1. Isolation: Identify the exact scope of change.
2. Impact Analysis: Verify dependencies and shared utilities before editing.
3. Atomic Implementation: Modify only the requested logic. No unrequested "clean-ups" that could introduce regressions.
