Records the decision (from a /triage + grill-with-docs on improving the Socket.dev score) to keep the source-available license and accept the structurally-capped Socket License subscore, rather than relicense to an OSI/permissive license.

Rationale: no OSI license reproduces the anti-compete moat the SAL exists for. The cap is an accepted cost of the business model, not a defect. Declares the license machine-readably via its SPDX LicenseRef id and acknowledges inherent installer capability alerts in Socket triage instead.

Prevents future arch-reviews / Socket triages from re-suggesting relicensing.
