This PR updates the way the gateway for a module is calculated (module config->global config->global discovery).
It also provides a helm_lib_module_https_route_tls_enabled definition as a Gateway API alternative to helm_lib_module_https_ingress_tls_enabled (currently, for the sake of naming only).
