Updates dependencies, personal information, and documentation:

• Refreshes npm dependencies to latest secure versions, addressing security vulnerabilities.
• Migrates from deprecated popper.js to @popperjs/core for Bootstrap 5 compatibility.
• Updates the Hugo Toha theme to the latest version.
• Modifies personal sections across multiple languages (English, German, Spanish, and French) to reflect current roles and affiliations.
• Adds a vscode settings file to exclude the non existent folder from cmake
• Adds rules for documentation.
