Implements Numba and Numpy effectively to give the sieve a 10% to 20% boost in performance over solution 3

@jestes15 As you probably already figured out, the upstream repo is https://github.com/PlummersSoftwareLLC/Primes. That's where you can open PRs to add or improve solutions. I expect this PR to be closed on the short term.
