DOC-4604 Centralize Starlight for JMS quickstarts from Astra Streaming, Streaming Learning, and Luna Streaming

• Move quickstart content from other repos to this one. Update the examples for slightly newer version.
• Apply some helpful attributes.
• Unify & reorg the nav, use navtitles.
• Audit related links.
• Remove trailing + throughout.
• Remove bulleted lists of links that repeated the mini-toc.
• Change is/does/will/do/are not to contractions.
• Change future tense to present tense except where appropriate to use future tense.
• Other low-hanging fruit style guide edits.
