What this does

Cuts v11.17.0, versioning the work that had piled up in [Unreleased] without a bump. VERSION 11.16.0 → 11.17.0; the [Unreleased] CHANGELOG section is promoted to [11.17.0] — 2026-06-03 with a fresh empty [Unreleased] on top.

Versioned in this release (all already merged):

• feat: migrate shared team-knowledge from GitHub Project #7 to team-knowledge repo #38 — team-knowledge migrated from GitHub Project fix: patch bugs from PR #6 memory improvements #7 to a markdown repo
• nuclear-review maintainability pass
• chore: retire upstream-sync cron, sync manifest to 2.1.161 #40 — retired the upstream-sync cron + synced manifest to Claude Code 2.1.161
• refactor: workflow guidance fold-ins + dead-telemetry removal (net −107) #41 — dynamic-workflow guidance fold-ins, paid for by removing a dead-telemetry loop (net −107)
• docs: post-session accuracy pass + remove redundant USAGE.md #42 — docs accuracy pass (34-skill roster) + removed redundant USAGE.md

Test Plan

• bun run typecheck clean
• bun test — 466 pass, 0 fail
• bun run upstream:scan — no drift at 2.1.161
• diff is the VERSION bump + CHANGELOG header only
