Fix discard confirmation for evolution review

Summary

• Updates the evolution review Discard confirmation copy to match the Linear acceptance criteria.
• Adds widget coverage that Discard is visible/enabled alongside Build & Test and opens the required confirmation prompt.

Resolves ENG-523
