Atualmente trabalho em um projeto que usa a funcionalidade do SES no LocalStack. Como forma de contribuir para essa ótima ferramenta, implementei suporte ao básico do SES.
Este PR:
No futuro também seria interessante implementar mais algumas funcionalidades, como os templates por exemplo.
