There is no workaround. It is (essentially) broken on (almost) all platforms (in some cases since weeks).

Yes and we can simply re-run the jobs when it is fixed so there is no rebasing required afterwards. PRs in review which already passed the complete CI can be merged regardless (as we already did).

It is fixed for jammy (i.e. Cppcheck CI) but simplecpp still doesn't work (see llvm/llvm-project#180239) and the packages are outdated (see llvm/llvm-project#164705).
