TODO:

Format signed directives.
Parse signed directives.
Decide whether we want sign to be limited to year, or apply to all fields?
Is %+-y weird? (Signed two-digit year with no padding.)
Is %+Z weird? You can’t change sign or padding on the time zone offset.
