This is a backport of cloud-hypervisor#8031 which is not meant to be merged into our fork. We'll merge it upstream and soon rebase onto the latest upstream. This is less work and less error prone. The change itself is quite invasive and upstream changes to DeviceManager were non trivial - it is simpler this way.
