This introduces a new Task which performs navigation and additionally waits for the page to load.

This will allow me to test the new task.
Note that the negative case can't tested on Chrome driver.
It always waits "implicitly" (not to be confused with a Selenium
implicit wait) for the page load to occur before it returns
control to the driver.  Even if I used an arbitrarily too-short
timeout, the test case never fails.
It now waits for the element to become
stale, as v1.x used to.
