Add macOS local network permission prompt at startup

Uses NWBrowser (Network.framework) to trigger the macOS Local Network
Privacy dialog on first launch, since raw POSIX multicast sockets do
not trigger it. Also declares NSBonjourServices in Info.plist and adds
a help doc note about the permission requirement.
