Scoping IDPList is used in some SAML gateways to select a delegate IDP. We are planning to use this with such a gateway and need this Scoping element encoded into the AuthnRequest.
There are some other fields, such as ProxyCount and RequesterIDs but I don't know when that would be needed, so I'm not adding it to the API surface.
If you need to delegate to a specific IDP you can set the ID in the ServiceProvider.IDPList and it will then be forwarded to the IDP gateway.
