feat: add OpenInference dual-export proof

Summary

• Add an OpenInference dual-export smoke that sends one span stream to OTLP and atrib.
• Make OpenInference args/result commitments replay through verifier-compatible JCS material.
• Add recall and causality regression coverage for OpenInference sidecars.

Notes

• Optional Phoenix Docker smoke could not run locally because the Docker daemon was not running. The local OTLP exporter smoke passed.
