Summary

  • add AGENTS.md with repository-wide documentation guidance
  • rewrite the review deliverables (PROJECT, DISCREPANCIES, FINDINGS, ISSUES, PLAN, RECOMMENDATIONS, SOT) with detailed assessments of the implemented system
  • replace NEW_README.md with an accurate quickstart, dependency checklist, and usage instructions for the current codebase
