Summary

add PROJECT.md outlining current capabilities, gaps, and roadmap considerations
document discrepancies between the legacy README and the implemented code in DISCREPANCIES.md
capture issues, findings, recommendations, plan of action, and an updated NEW_README.md for the current implementation
