Adds the Ruby SDK 3.8.1 release notes entry to the documentation, including install command, download links, and a categorized list of fixes/infrastructure updates.
Changes:
- Added a new “Version 3.8.1 (2 June 2026)” section with install instructions, links, download table, and change bullets.
- Cleaned up formatting in the 3.8.0 notes where list items had stray table-cell markers / trailing whitespace.
