Fixed issue where an API error appeared when there were more than 1000 items to update with
Aws::Route53::Errors::InvalidChangeBatch: [Number of records limit of 1000 exceeded.]Since number of elements is counted for each resource record set, it is modified in the same way as the value size calculation.
Also changed to UPSERT action that was DELETE and CREATE at the time of update.
