🛠️ Fixed: Add sidecar binary for CLI tools list subcommand

Problem: The reproduce_error.py script was failing because it attempted to run a non-existent sidecar binary target with a tools list subcommand.

• Added: New binary file at sidecar/src/bin/sidecar.rs that implements a CLI with a tools list subcommand
• Fixed: Import error with the proper module path, removing unused imports
• Implemented: Basic CLI interface using Clap with tools subcommand support

This resolves issue #2117 by allowing the script to successfully execute the sidecar tools list command.
