Move translations to the `/locale` directory as `<lang_code>/LC_MESSAGES/django.*` and `<lang_code>/LC_MESSAGES/djangojs.*` to make them discoverable for the LMS. Move away from using the legacy static js translation files, compile the files during the `openedx` image build via the `tutor-contrib-stackamole` plugin instead.
