RFB seqtag annotation round 2

efforts related to the second round of RFB sequential tagging annotation.

So the new batch is compiled and pushed in 4f2eeb2. It's collected in a similar way that the first RFB annotation batch was compiled (random, evenly sampled from different AAPB subdirectories). But this time, we ran the latest SWT (v5.1) to narrow down to videos containing a lot of chyrons/credits. This ended up 46 videos containing 2500 - 3000 relevant, de-duplicated images (depend on OCR engines ran).
