chore: add semantic release

Description

This introduce semi-automatic release cycle. All the new commits are enforced to have conventional commit format.

Lint and typecheck checks are not enabled in this change and so husky's config is commented.

Will need to update contribution guideline to give a note about running npm run commit rather than git commit.

Type of change

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• This change requires a documentation update
