Add windows 2016 and 2019

Only windows 2012 is currently in this list which I believe mirrors from chef.

My goal is to get windows 2016 and windows 2019 available here:
https://cinc.osuosl.org/files/stable/cinc/18.1.0/windows/

The reason for this is I'm testing cinc-18 with the existing 2012r2 mirror and its having a bunch of errors:

whereas if I use chef-18 windows 2016/2019 it works - in lieu of figuring out whats actually going on, having the windows 2016/2019 mirrors would help
