In this PR

Per #93:

  • Add description to the toponym detail page
  • Adjust surrounding styles slightly to accommodate the description
  • Use indentation, formatting, and split into partials to make the toponym detail page easier to work with

Unrelated:

  • Add the ability to turn SQL debug logging on and off with an env var, and adjust the env var logic slightly
