Once the validator is jailed or inactive it's voting power doesn't get calculated while parsing the validator status. This leads to incorrect voting power being displayed on the inactive tab of the explorer. This PR fixes the issue with parsing validator status to calculate the vp of inactive/jailed validators by querying all the validators.
