Adds build-on-celo/build-with-bridge.mdx covering Bridge's stablecoin orchestration APIs on Celo (transfers, virtual accounts, liquidation addresses, wallets, card issuing). Adds a Bridge entry to the ramps directory flagged as developer infrastructure rather than a consumer ramp, and registers the new page in the docs sidebar.
