This gets the framework ready for Swift 6. The biggest change here is most types become main actor-bound and some types become sendable.
Also takes care of a lot of outstanding maintenance we needed to get this working - updating dependencies, bumping builds to run on macOS 14, bumping our min support to iOS 13 and Xcode 15, migrating tests to run on iOS 17, etc.
