Added back_to_decimal_from_bits_external to use package for processing data encoded in IEEE754 format

Hi Bora Thanks for creating this package - it is very informative and usefull - I wanted to add utility to get an IEEE754 encoded string, and make it back to Decimal number, which was already there, but only if you already knew the decimal number. So I have added this feature, I hope it will make it through to the package :) Tested on python 3.13 |

back_to_decimal_from_bits is kept with same functionality, but references back_to_decimal_from_bits_external.
