Purpose
Add transformer Set_Marine_Training_Cost_And_Time_Divisors to change marine training cost and time by manipulating a divisor.
Notes
I haven't yet been able to get my fork up and running on my Windows box so this method to transform is untested. Still working out a way to effectively test the actual byte transformation.
