[MF-3 | NO-TICKET] dev.setup upgrade, README code blocks language syntax fix

This pull request makes the following changes

• Upgrades dev.setup library
• Fixes code blocks on README docs so that they look like code for the language they're written in
• Update "build passing" badge name to "Blocks CI passing"
• Package-lock file regeneration
