This PR implements the supervisor subsystem, just like this python lib PR. It should be merged after this firmware PR is merged.
In the supervisor CRTP port, there are currently 2 channels: one for state information and one for sending commands (e.g. arming and recovery requests). These commands migrated from the platform subsystem and deprecation warnings were added.
