Release v0.3.0 — cognitive substrate recategorization

Summary

• Reframes Elume as a deterministic cognitive substrate with mental-model architecture.
• Adds ATTRIBUTION_CLARITY.md with code-level lineage categories and approved/prohibited phrasing.
• Bumps package metadata to v0.3.0 and adds the linoss-dynamics>=0.1.0 dependency edge.
• Renames AutoEvolver to AutoStrategyEvolver and updates tests/docs for the public API change.
