somehow it seems both rustc and cargo in some CI actions end up calling rustup-init with their arguments, which is... strange, to say the leastt

Also failing with #24295 and #24268. But not #24294 even though it modifies the same example as #24295.

I think its safe to say its failing across the board, but inconsistently. I came here due to it failing when trying to merge #24174 which doesn't change any examples.

Which is very strange... no changes on rustup or dtolnay/rust-toolchain
