Raised gtest_discover_tests DISCOVERY_TIMEOUT to 60s in tests/beman/indices_view/CMakeLists.txt to avoid intermittent MSVC Debug runner timeouts. Added vcpkg port templates (port/), vcpkg.json/vcpkg-configuration.json manifests, vcpkg-ci and vcpkg-release workflows; bumped infra-workflows to 1.6.0, synced infra submodule hash, set BEMAN_USE_FETCH_CONTENT_ENABLED, excluded port/ from pre-commit, and documented vcpkg in README/CONTRIBUTING. Bumped vcpkg-configuration.json baselines (microsoft/vcpkg to 80f9bcfa455e875d9c1bf7a7c6692d7e1e481061, bemanproject/vcpkg-registry to 5195f94f2b550163917c1152180fc59bbd760556). Removed superfluous comments around the project() statement in CMakeLists.txt. Added .swp and .orig entries to .gitignore for vim swap and merge/patch backup files. Bumped infra/ beman-submodule to 1b14bad2cd2cf0e44d1aeb608557e0e35ce27eaa, refreshing infra/README.md, llvm-libc++-toolchain.cmake SPDX, telemetry.sh typo, and renaming use-fetch-content.cmake symbols from BemanExemplar_/BEMAN_EXEMPLAR_LOCKFILE to Beman_/BEMAN_LOCKFILE.
