Raised gtest_discover_tests DISCOVERY_TIMEOUT to 60s in tests/beman/cache_latest/CMakeLists.txt. Added vcpkg port templates and manifests, vcpkg CI/release workflows, BEMAN_USE_FETCH_CONTENT_ENABLED flag, and bumped infra-workflows from 1.5.3 to 1.6.0. Bumped vcpkg-configuration.json baselines (default-registry and bemanproject/vcpkg-registry) to pick up newer registry snapshots. Removed superfluous comments around the project() statement in CMakeLists.txt. Added .swp (vim swap files) and .orig (merge/patch backups) entries to .gitignore. Bumped infra/ beman-submodule to commit 1b14bad: README wording, SPDX header on llvm-libc++ toolchain, telemetry.sh typo, and renamed BemanExemplar_/BEMAN_EXEMPLAR_LOCKFILE to Beman_/BEMAN_LOCKFILE in use-fetch-content.cmake.
