Raised gtest_discover_tests DISCOVERY_TIMEOUT to 60s in tests/beman/any_view/CMakeLists.txt to avoid intermittent failures on slow runners (e.g. MSVC Debug). Added vcpkg port templates, manifest (with gtest+benchmark), vcpkg-configuration.json, vcpkg-ci/release workflows, BEMAN_USE_FETCH_CONTENT_ENABLED flag, port/ pre-commit exclude, and bumped infra-workflows from 1.5.3 to 1.6.0 + infra submodule. Bumped vcpkg-configuration.json default-registry and beman registry baselines. Removed superfluous comment around project name in top-level CMakeLists.txt. Added .swp and .orig to .gitignore to exclude vim swap files and merge/patch backup files. Bumped infra/ beman-submodule to 1b14bad2cd2cf0e44d1aeb608557e0e35ce27eaa (renames BemanExemplar_* CMake names to Beman_*, fixes telemetry.sh typo, updates llvm-libc++-toolchain SPDX header, and updates infra README).
