This allows integrations to ensure that the validator is ready to perform the validation, prior to the actual validation happening. Under the hood this ensures that the validation helper is ready to be invoked.
Improves errors in cases where java or javac could not be found. * child process execution 'error' events are being caught * java / javac is not blindly called but checked for prior invocation * improve debug logging around JAVA_HOME and javac* used Closes #21

This speeds up the actual validation as no on-the-fly compilation is necessary on first validate.
