Ampere build script

This is a build script that builds all of the dependencies and MFEM-enabled MOOSE with the CUDA backend enabled on the Ampere partition of CSD3.

I get an error using this script when installing MFEM

All I changes was the account/partition as far as I'm aware.

Thank you for pointing this out @mattfalcone1997! I've just pushed a commit that hopefully fixes it. Let me know if you run into any other issues.

The change fixed the build. It is probably fine but it may be useful to slightly increase the maximum runtime as sometimes it gets pretty close to time limit
