…avoid the situation of "Pool not open" occur again when closing ConfigNode. Because procedure depends on consensus protocol to record current state. Deny to submit duplicate DataPartitionTableIntegrityCheckProcedure instance.

Resolve the problem that occurs "Pool not open" again when stoping ConfigNode;
also, don't submit duplicate instances when a procedure isn't yet finished.
