What is the purpose of the change ( FLINK-39615 )

This pull request adds the Chinese translation of changelog.md for the TO_CHANGELOG and FROM_CHANGELOG built-in PTFs (Process Table Functions), as part of the FLIP-564 documentation effort. The English documentation was added in FLINK-39259, and this change mirrors it under docs/content.zh/ to make it accessible to Chinese-speaking users.

• Added docs/content.zh/docs/sql/reference/queries/changelog.md as the Chinese translation of docs/content/docs/sql/reference/queries/changelog.md
